Town Board Minutes

The meeting was called to order at 5:30 p.m.

Present:  Randy Leiker, Andy Peters, Mark Strobel and Mike Woods.  Tom Becher was excused.

The agenda has been properly posted.

Approval of agenda.         
Andy Peters made a motion to approve the agenda.  Mark Strobel seconded the motion and it was carried.

Sheriff’s Dept. Liaison officer.   
Sgt. Pete Gervais is taking over the community events such as neighborhood watch, 2009 deployments, etc.  He will be our contact person. 

Reports
Fire Department/First Responders reports – accept minutes

Mike Woods made a motion to accept the meeting minutes.  Mark Strobel seconded the motion and it was carried.

Consideration and possible approval of an agreement to participate in Outagamie County All Hazard Mitigation Plan.

There are benefits of joining in.  The County received a grant for this.  We will talk about any specific hazards that we have that could go into the County plan.  This plan is more of a pre-disaster planning.  It is looking at what is out there before a disaster would take place.  The Town may not be eligible for federal funds if we do not participate with the County in the event of a disaster.   It is wise to look at what we do have.  The grant covers this.  Captain Jobe recommends we participate. 

Andy Peters made a motion to approve.   Mark Strobel seconded the motion and it was carried.

Consideration and possible approval of resolution adopting the National Incident Management System (NIMS).         

There are different levels and different expectations in this.  The Fire Department is taking the lead.  This will be organized hopefully in March.   

Mark Strobel made a motion to approve the resolution.  Andy Peters seconded the motion and it was carried.

Park Commission - accept minutes.
Andy Peters made a motion to accept the meeting minutes.  Mark Strobel seconded the motion and it was carried.

Park Department (Tony) report – accept
Andy Peters made a motion to accept Tony’s report.   Mike Woods seconded the motion and it was carried.

Urban Forestry Board – accept minutes.
Mark Strobel made a motion to accept the minutes.  Mike Woods seconded the motion and it was carried.

Constable Report - accept             
There are still a lot of animal drop offs at the shelter.  Mark Strobel made a motion to accept the Constable report.  Mike Woods seconded the motion and it was carried.

Planning Commission recommendations.  All approvals are contingent on staff review comments.
None 

Recess Town Board meeting.
Mark Strobel made a motion to recess the meeting.  Mike Woods seconded the motion and it was carried and recessed at 5:55 p.m.

Reconvene Town Board Meeting
The meeting was reconvene at 6:21p.m.

Review and approve the January Town meeting minutes.
Mark Strobel made a motion to approve the January meeting minutes.  Andy Peters seconded the motion and it was carried.

Review and approve the February Town vouchers.
Andy Peters made a motion to approve the February vouchers.  Mike Woods seconded the motion and it was carried.

Discuss appointment for open position on Planning Commission.
Randy Leiker stated he has received two applications for this position.  One from Elizabeth Marks and Leann Wincententsen. 

Andy Peters made a motion to appoint Leann Wincentensen.  Mike Woods seconded the motion and it was carried.  Mark Strobel abstained. 

Public Works Supervisor report
Snowmobiles were an issue on the sidewalk this year.  We will look for ways to rectify for next year.

Town Administrator Report
Study circle – Feb 11th, and 18th and the final session will be on February 23rd.  They will talk about what project the town might be involved in. 

Feb 10th -  Huebner CSM meeting  - 6:00 p.m.

Feb 12th  -  meeting at the County garage to talk about the roundabout going in and on the engineering work done on the CB extension.

Feb 23rd – Planning Commission 5:30 p.m.

Feb 24th – educational meeting for the Comp Plan.  East central will do a presentation. 

A joint public hearing by the Town Board the Planning Commission will be held on March 30th at 6:30 p.m.   This will be the final meeting if everything goes well with ideas that will be out there.

Feb 24th -  Park Board.

March 24th -  public safety meeting.  Review of last year and new ideas for this coming summer deployments. 

Adjourn Town Board meeting.
Mark Strobel made a motion to adjourn the Town Board meeting.  Mike Woods seconded the motion and it was carried and adjourned at 6:38 p.m.
